The “State” of Protection: The Role of States in Securing the Digital Security of Human Rights Defenders
While digital technology has been critical to boosting the effectiveness of the work of human rights defenders and journalists, it has created areas of vulnerability as governments and non-state actors adopt sophisticated techniques for monitoring, threatening and harassing journalists and human rights defenders for what they do online. In this discussion, we will seek to answer: what does the “model state” that protects and defends online freedoms and freedom of expression look like? We will consider what commitments “role model” states should uphold, from instituting policies that set the standard on proportionality and necessity of surveillance practices and other norms setting to protecting those who are targeted for freely expressing themselves online. We will also explore how the international community can support states that struggle to protect and defend freedom of expression, and counter trends in other states that seek to undermine these values.
